Pilot reform of medical insurance for workers
On March 25, 1988, under the leadership of the Ministry of Health, a research group on reform of the medical system was formed, with the participation of eight departments, including the National Commission for Institutional Reform, Ministry of
Finance, Ministry of Labor and Personnel, All China Federation of Trade Unions, Organization Department of the CPC Central Committee, State Pharmaceutical Administration, and the People's Insurance Company. Its task was to propose reform programs for the labor-protection medical care system and medical services at state expense, and to guide the pilot medical reform. In July of the same year, the group submitted to the State Council the Prelimenary Ideas on Reforming the Medical Insurance System for Workers (draft).It was pointed out that the goal of medical insurance reform was to gradually establish a medical insurance system for workers in light of the national conditions, under which medical expenses are split up between the state, employer and individual, and in various forms with the participation of the society.
On March 4, 1989, the State Council approved the National Commission for Institutional Reform's Notice on the Key Points of Economic Reform in 1989.The notice proposed that the pilot reform of the public-funded medical insurance system should be carried out in Siping of Jilin Province, Dandong of Liaoning Province, Huangshi of Hubei Province and Zhuzhou of Hunan Province, and that of social security systems (including old-age care, unemployment, work-related injuries and medical care) be carried out in Shenzhen and Hainan. This marked that China's medical reform began to make solid progress. Reform of the urban housing system On January 15, 1988, the first National Conference on Housing System Reform was held in Beijing. The meeting announced that starting in 1988, the reform of the housing system should be carried out in steps across the country. China's housing reform entered a stage of overall design and comprehensive pilot runs.
On February 25, 1988, the State Council issued the Notice on the Plan and Steps for Implementing the Housing System Reform in Cities and Towns. The notice stated that starting in 1988, the state would take three to five years to push forward reform of the housing system in phases in cities and towns across the country.
